The Ministry of Development of Communities, Territories and Infrastructure of Ukraine (Ministry of Restoration) together with the Restoration Agency in cooperation with the Open Contracting Partnership are creating a Project Office for the development and implementation of a digital restoration management ecosystem - Digital Restoration Ecosystem for Accountable Management (DREAM).
"The creation of the Project Office will increase the state's capacity to develop digital recovery tools. Experts of the Project Office will strengthen the team of the Ministry of Reconstruction and speed up the full launch of the ecosystem," said Oleksandr Kubrakov, Deputy Prime Minister for Reconstruction of Ukraine - Minister of Community Development, Territories and Infrastructure of Ukraine.
The main task of the Project Office is the development and implementation of the functionality of the DREAM ecosystem, the integration of registers and systems, the filling of project and community pages, the creation of analytical tools, the involvement of key users in working with the ecosystem, communication with key stakeholders, conducting training on the use of the ecosystem, etc.
"We follow the experience of implementing successful government digital solutions, such as Prozorro and Prozorro.Sale, when representatives of civil society with the support of international partners were engaged in the development of electronic systems at the request of government bodies. After the launch, the systems were transferred to the balance of the state in the form of a state-owned enterprise. At the same time, the state does not spend a single penny of budget funds on the creation of the system," said the Deputy Minister of Community Development, Territories and Infrastructure Oleksandr Azarkhina.
The Project Office includes the IT development department, the user service department, and the communication department. Experts of the Project Office will help users of the system, as well as key stakeholders of recovery - both within Ukraine and abroad - to establish work with DREAM.
"The Recovery Agency has already started implementing major projects across the country. The DREAM ecosystem will allow you to monitor the implementation of all recovery projects online. Therefore, it is critically important to involve local self-government bodies in the introduction of their projects into the Sectoral Management System for Infrastructure Restoration, which is part of DREAM and is administered by the Agency. Together with the Project Office, we will be able to fill the system with relevant data about projects as quickly as possible and involve international partners and the public in the recovery process", emphasized the head of the Recovery Agency, Mustafa Nayem.
The Project Office will be headed by Viktor Nestulya, the head of the Open Contracting Partnership support department for Ukraine and co-founder of the RISE Ukraine Coalition.
DREAM is a state electronic ecosystem that will provide a single digital route for all reconstruction projects. It will collect all project data online, display this data in the form of convenient tables, graphs and charts, and ensure the publication of open data in accordance with the global Open Contracting Data Standard.
The development of DREAM was initiated by the Ministry of Community Development, Territories and Infrastructure together with the Recovery Agency and the Coalition of Public Organizations RISE Ukraine in 2022. Development financing is carried out within the framework of Open Contracting Partnership projects and member organizations of the RISE Ukraine Coalition, in particular Transparency International Ukraine and the Office of Effective Regulation BRDO, with the support of the British Government.
During the Ukraine Recovery Conference (URC) 2023 in London, a public module of the digital restoration management ecosystem - Digital Restoration Ecosystem for Accountable Management (DREAM) was presented.
The public module of the ecosystem is available at the link https://dream.gov.ua/ and allows you to view data on projects by sector, community and region. In addition, data on investment projects and public-private partnership projects became available in DREAM.
Currently, public information in DREAM is available in English, the Ukrainian version of the data will be presented in July 2023. Since March 2023, the ecosystem has been operating in pilot mode, and during this time representatives of communities and regions, central authorities have already submitted more than 6,000 projects and project ideas. The full functionality of the DREAM ecosystem will become available in March 2024.
